The film revolves around Meenatchi Sundara Sasthiriyaar, a successful and cunning Brahmin lawyer who never loses a case. He is very brutal and arrogant, and has a strong caste prejudice. He is married to Parvathi, whom he calls Bombai Mami, and has a daughter named Janaki. Edison is a road roller driver and a local leader of the slum dwellers, who are oppressed by the corrupt minister Amsavalli. Edison is a staunch atheist and a follower of Ambedkar. He saves Parvathi and Janaki from some goons, and they develop a liking for him. When Edison is falsely accused of killing Amsavalli, Parvathi asks her husband to defend him in court. The third role is that of Poo (Kannan), a comic character who appears in some scenes.

The film is a satire on the caste system, the judicial system, and the political system of India. It also mocks some of the stereotypes and cliches of Tamil cinema, such as the hero-heroine romance, the villain's henchmen, and the item song. The film has some hilarious scenes, such as the court scenes where Sathyaraj cross-examines himself in different roles, and the climax where he reveals his true identity. The film also has some serious messages about social justice, human rights, and equality.

The film has a star-studded cast, including Raadhika as Parvathi, Nagma as Janaki, Goundamani as Mani, Manivannan as Minister Kuppusamy, Silk Smitha as an item dancer, and Bobby Bedi as a local goon. The music was composed by Vidyasagar, with lyrics by Vairamuthu. The songs are catchy and melodious, especially "Bombai Mami" and "Sarakku Sarakku". The cinematography was done by Jayanan Vincent, and the editing by P. Sai Suresh.

Villathi Villain is a classic example of Sathyaraj's versatility and talent as an actor, writer, and director. He showcases his skills in comedy, action, drama, and romance in this film. He also delivers some powerful dialogues on caste discrimination, corruption, and democracy. The film was a huge hit at the box office, and received positive reviews from critics and audiences alike.
